Analytical Comparison of Institutional Administrative Performance between Performance between University Sports Departments and School Sports Activities

Institutional administration is considered one of the fundamental pillars for the success of educational and sports institutions, as it contributes to improving planning, organization, implementation, and evaluation, which positively reflects on overall performance quality and the achievement of objectives. The researcher observed a disparity in the level of administrative performance between university sports departments and school sports activities departments in terms of human and material resources, as well as planning and organizational approaches. Hence, the research problem emerged in the question: What is the level of institutional administrative performance in these two institutions, and what are the similarities and differences between them? The study aimed to construct a scale for institutional administrative performance, determine its level in both institutions, and conduct an analytical comparison to identify strengths and weaknesses. The descriptive comparative method was adopted as the most appropriate for studying administrative phenomena. The research population consisted of employees in sports activities at Iraqi universities and sports supervisors in the directorates of education. The sample included (224) participants, distributed across pilot, construction, and main application samples. The findings revealed a significant advantage for university sports departments in setting goals and directions, reflecting clearer strategic vision compared to school sports activities. The study recommended enhancing investment in material resources and sports infrastructure to reduce the gap with schools
